蓝马、艾婷、李健雯与邵芳岚四人本为杀人无数之罪犯，经改造后，分别加入中、港、台秘密国防组织，从事特务工作。中国接获线报，一干部欲将火箭零件卖给恐布分子作军事用途，遂派遣岚侦查。其它三名特务分别授命加入抢夺，过程中一香港市民被害，香港警方展开侦查，遂引发中、港、台三方的连环追逐。
