本剧讲述了一位曾让敌人闻风丧胆的战斗英雄在战争中完美蜕变成文工团长的故事，谱写出一曲充满浪漫主义情怀的英雄赞歌。在复杂凶险的战争年代，猛虎团长张二牛突然接到命令，抽调去做了文工团团长。文工团的同志不服气由一个不懂艺术的人来带领他们，但张二牛并未退缩，决心要把文工团员都带成一个个像样的兵。虽然因性格、文化背景不同，闹出了很多笑话，但随着体能训练、节目创作、一次次上前线演出、临时转移、以及策反敌军等多次生死关头的考验，个性张扬、诙谐敦厚、有勇有谋的张二牛，终于被大家所了解并接受。爽直漂亮的姑娘英子，甚至爱上了他。敢爱敢恨的柔美女子墨梅，也对他敬爱有加。但张二牛心里始终装的却是已经去世的前文工团团长王英的妻子，现任文工团指导员叶清扬。解放战争临近尾声，称霸一方的土匪潘大头被消灭了，一批文艺人才得到了保护。在一切都风平浪静后，张二牛被调离了文工团，大家含泪欢送，叶清扬默默收下了先前张二牛送她的钢笔做定情信物……
