948年5月18日，身为中共中央领导人之一的零号首长在河北城南庄的临时住处遭敌机轰炸，这是国民党特务纪日辉报告给保密局长毛人凤的结果。不久，纪日辉的同学彭来峰发现了零号首长和中共中央在西柏坡。打入毛人凤身边的共产党员佟汗青请佟长缨前去西柏坡刺杀零号首长。毛人凤对佟汗青有怀疑，要佟汗青同意女儿佟长缨来保密局工作。佟汗青粉碎了彭来峰的阴谋。彭来峰逃走。毛人凤对佟长缨谎称佟汗青是被共产党杀害，派贴身保镖孙力去和她接她的家人，却暗命纪日辉派人杀害了她的母亲、弟弟。佟长缨看着惨死的至父，发誓为亲人报仇，认毛人凤为义父。中国人民共和国建立不久零号首长初访苏联，国共两党展开了刺杀和反刺杀的反复较量，直到1950年3月4日，零号首长专列顺利抵达北京。
