20世纪50年代末，北京广播学院女大学生文艺秋爱上苏联功勋播音员维卡，并与之在北京结婚。苏联撤走专家后，维卡被迫离开中国。而文艺秋自愿来到边境城市黑河工作，担任电台播音员，就是为了离维卡近一些。后来，维卡也来到黑河对岸的布拉戈维申斯克担任播音员，他俩竟然通过倾听对方广播的声音抚慰痛楚，倾诉思念。经过20年的漫长等待，文艺秋无奈与同事宋绍山结婚。中苏关系好转以后，收音机里又传来了中苏友谊的歌曲，宋绍山也被他们的爱情故事打动，帮助文艺秋渡过窄窄的界江，与维卡见面。当暮年的文艺秋与维卡再次在北京见面的时候，彼此用播音语调再次倾诉思念，感动了在场的所有人 。
