《断箭》选取了中国近代最具矛盾冲突的一段历史作为故事背景，1937年七七事变爆发，日本人侵华的野心昭然若揭，上海滩上暗潮涌动、危机四伏。日本特务三井屡屡挑起事端，欲利用上海滩各势力间的内乱从中渔利，最终实现其以华制华的企图。
